Tracking phone calls and form leads as conversions in Google Ads

Ask a service business owner how their Google Ads are doing and you will often hear a number of clicks. Ask how many of those clicks became booked jobs and the answer gets vaguer. Conversion tracking closes that gap. It is not glamorous, but it decides what your reports mean and what Google's automated bidding aims at. This guide covers what to count, why it matters to bidding and how to keep the numbers honest.

Why the conversions you include change the bidding

In Google Ads, each thing you track is a conversion action, such as a call or a form submission. Google's Target CPA help page explains the Include in Conversions setting, which decides whether each conversion action shows up in the Conversions and Conversion value columns. Strategies such as Target CPA and Target ROAS use the data in those columns, and Google puts the consequence plainly: your bid strategy will only optimize based on the conversions you have chosen to include.

The same page adds that Smart Bidding learns across all the conversion actions reported in the Conversions column. That is the reason to be strict. If a newsletter signup, a click on a directions link and a genuine quote request all count the same, the system can happily find you more of the cheapest one.

List every way a customer reaches you

Before setting anything up, write down every route a new customer takes to contact you. For most local service businesses the list is short: a call placed directly from an ad, a call placed after visiting the website, a quote or contact form, an online booking and sometimes a text or chat. Then mark which of those you would actually call a lead.

The goal is a short list of primary actions that represent real buying intent, kept apart from softer signals you may still want to see in reports. Google recommends Target CPA for situations where all conversions are treated equally. If a form submission and a phone call are worth very different amounts to your business, that is a reason to be selective about what you include now and to think about conversion values later.

The page has to make the action easy

Tracking only records what happens, so make sure the page invites the action you are counting. Google's guidance for sites that want calls centers on a tappable phone number that is visible on every page, and for lead goals on short forms that are easy to fill in with a thumb.

If you show a phone number in a call asset, Google's destination policy applies to it as well. The number must be verified by Google, and numbers that are inaccurate, inactive or that do not connect to the advertised company are not allowed.

Give the data time and judge it fairly

Leads do not always arrive the moment someone clicks. Google defines the conversion cycle as the time it takes for a click to result in a conversion, and for imported conversions that includes the time it takes to report them. When setting or reviewing a target, Google suggests leaving out the most recent conversion delay. Its example is to use 28 days of history while excluding the past two days when conversions typically take two days to arrive.

For Target CPA, Google suggests measuring performance over the last 30 days including at least 30 conversions, and comparing the cost per conversion you achieved with the strategy's average target CPA, which reflects what Smart Bidding was actually optimizing toward. Small accounts will not reach 30 conversions quickly, which is one more reason to keep the list clean: every bad conversion is a larger share of a small number.

What conversion data does not do

Conversion data shapes bidding and your own decisions. It does not change how Google rates your ads. Google states that your reported conversions do not impact your ad quality, which is assessed through factors such as expected clickthrough rate, ad relevance and landing page experience. Google does suggest using conversion rate as a proxy for landing page experience when you measure and improve your pages, even though it does not affect the status Google reports.

Connect leads to jobs where you can

At Google Marketing Live 2026, Google announced journey-aware bidding, in beta, which lets Search campaigns optimizing to a Target CPA learn from the full lead-to-sale journey, including phone calls and form submissions. Whether or not you use it, the principle applies to every business: keep a simple record of which leads became paying jobs, because that record is what turns marketing data into decisions.

Whoever sets it up, the test is the same. When you look at the Conversions column, every number in it should be something you would have been glad to answer the phone for.
